Tom-Christer Nilsen (born 28 August 1969) is a Norwegian politician for the Conservative Party and county mayor of Hordaland.[1] He has been a member of Hordaland county council since 1995 and group chairman for the Conservatives since 2001.

Before becoming a full-time politician he worked for Avinor at Bergen Airport, Flesland. He was educated at the Norwegian School of Economics and Business Administration and resides in Askøy.

He is a son of Oddvard Nilsen.

Hordaland was a county in Norway, bordering Sogn og Fjordane, Buskerud, Telemark, and Rogaland counties. Hordaland was the third largest county, after Akershus and Oslo, by population. The county government was the Hordaland County Municipality, which is located in Bergen. Before 1972, the city of Bergen was its own separate county, apart from Hordaland. On 1 January 2020, the county was merged with neighbouring Sogn og Fjordane county, to form the new Vestland county.

A county council is the highest governing body of a county municipality (fylkeskommune) in Norway. The county council sets the scope of the county municipal activity. The council is led by the Chairman of the County Council, more commonly called a County Mayor (fylkesordfører). Members of the council are elected for a four-year term through the general local elections. It is common for members of a county council to also hold seats in municipal councils, but very rare that they also hold legislative (Storting) or other government office, without a leave of absence.
