George Tuka or Heorhiy/Georgiy Tuka (Ukrainian: Георгій Борисович Тука; born 24 November 1963[3]) is a Ukrainian politician and activist. From 29 April 2016 to 29 August 2019 Tuka was Deputy Minister for the temporarily occupied territories and internally displaced persons in the Groysman government.[4] In 2015 and 2016 he was governor of Luhansk Oblast.

Personal life

George Tuka was born on 24 November 1963 in Kyiv.[3] He graduated from the Kyiv Polytechnic Institute in 1986.[3] He has a son who volunteered for the Armed Forces of Ukraine.

Career

In 2009–2010, Tuka worked as head of sales at En Ti Telekom LLC.[3] From 2011 to 2012 he was the director of Zenit-Telecom.[3][5]

According to his own words he took part in Arab Spring protests in Egypt where he lived for two and a half years[5]

Tuka joined the Euromaidan protests early on and was wounded by the Berkut special police force on 18 February 2014.[6] He is a co-founder and coordinator of Narodnyi Tyl, a community volunteer movement.[7] In 2014 he co-founded and was fifth on the list of the political party Ukraine is One Country (Ukrayina – Yedyna Krayina) during the 2014 Ukrainian parliamentary election.[6]

In 2014, Narodnyi Tyl established a website titled "Myrotvorets" ("Peacemaker"),[8] which lists the personal data of citizens described as "separatists" or "Kremlin agents" by the authors of the site.[9] Several media have reported that it provided the personal data, including home address, of an assassinated former MP from the Party of Regions, Oleg Kalashnikov,[9] and journalist and writer Oles Buzina.[10] When asked about possible responsibility for the illegal distribution of personal data, he stated, "This site contains data on more than 25,000 men. More than 300 of them are either arrested or killed. So why should I worry about some two lowlifes who are guilty of war?"[11]

On 22 July 2015,[12] President Petro Poroshenko appointed Tuka governor of Luhansk Oblast.[13] He was dismissed from this post by Poroshenko on 29 April 2016.[14]

From 29 April 2016 to 29 August 2019, Tuka was appointed Deputy Minister for the temporarily occupied territories and internally displaced persons in the Groysman government.[4]

Euromaidan, or the Maidan Uprising, was a wave of demonstrations and civil unrest in Ukraine, which began on 21 November 2013 with large protests in Maidan Nezalezhnosti in Kyiv. The protests were sparked by President Viktor Yanukovych's sudden decision not to sign the European Union–Ukraine Association Agreement, instead choosing closer ties to Russia and the Eurasian Economic Union. Ukraine's parliament had overwhelmingly approved of finalizing the Agreement with the EU, but Russia had put pressure on Ukraine to reject it. The scope of the protests widened, with calls for the resignation of Yanukovych and the Azarov government. Protesters opposed what they saw as widespread government corruption, abuse of power, human rights violations, and the influence of oligarchs. Transparency International named Yanukovych as the top example of corruption in the world. The violent dispersal of protesters on 30 November caused further anger. The Euromaidan led to the 2014 Revolution of Dignity.

The Berkut was the Ukrainian system of special police of the Ukrainian Militsiya within the Ministry of Internal Affairs. The agency was formed in 1992, shortly after the dissolution of the Soviet Union, as the successor to the Ukrainian SSR's OMON.

Snap parliamentary elections were held in Ukraine on 26 October 2014 to elect members of the Verkhovna Rada. President Petro Poroshenko had pressed for early parliamentary elections since his victory in the presidential elections in May. The July breakup of the ruling coalition gave him the right to dissolve the parliament, so on 25 August 2014 he announced the early election.

Myrotvorets or Mirotvorets, is a Ukrainian Kyiv-based website that publishes a running list, and sometimes personal information, of people who are considered by authors of the website to be "enemies of Ukraine", or, as the website itself states, "whose actions have signs of crimes against the national security of Ukraine, peace, human security, and the international law". The website was launched in December 2014 by Ukrainian politician and activist Georgy Tuka. The publishing personal information on the site was criticized by human rights organizations.

Oleg Kalashnikov was a Ukrainian politician, born in Rivne, Ukrainian SSR. He was a member of the Party of Regions, Verkhovna Rada of Ukraine of V convocation. On 15 April 2015 he was shot to death at his home in Kyiv. On 16 April Ukrainian journalist Oles Buzina was shot to death in Kyiv as well. A Ukrainian nationalist group calling itself Ukrainian Insurgent Army allegedly claimed responsibility for these and other murders in an email containing "grammatical mistakes not typical for a native Ukrainian speaker". The authenticity of the claim was questioned by the Ukrainian government as well as the very existence of the named group.
