Arsen Klinchaev

Arsen Klinchaev (Ukrainian: Арсен Степанович Клінчаєв, born on December 5, 1968, Luhansk, Ukrainian SSR, Soviet Union) is a Ukrainian politician, member of the Party of Regions, veteran of the war at Nagorny-Karabakh. Klinchaev is a leader of the All-Ukrainian organization Youth Guard.

In 2010 he unveiled the Memorial for the victims killed by OUN-UPA (Luhansk).

On March 11, 2014 he was detained by the Security Service of Ukraine.[1]

The monument dedicated to the "Luhansk victims of the OUN-UPA" is a statue located in Luhansk, Ukraine. The monument was unveiled in 2010 under the direction of city deputy Arsen Klinchaev and in association with the Party of Regions in a park in the center of Luhansk. The monument is adjacent to the Soviet memorial to the World War II underground resistance group, The Young Guard. A Ukrainian nationalist group described the monument as provocative and a distortion of history.

The Security Service of Ukraine or SBU is the law enforcement authority and main intelligence and security agency of the Ukrainian government, in the areas of counter-intelligence activity and combating organized crime and terrorism. The Constitution of Ukraine defines the SBU as a military formation, and its staff are considered military personnel with ranks. It is subordinated directly under the authority of the president of Ukraine. The SBU also operates its own special forces unit, the Alpha Group.
