The International Skating Union (ISU) is the international governing body for competitive ice skating disciplines, including figure skating, synchronized skating, speed skating, and short track speed skating. It was founded in Scheveningen, Netherlands, in July 1892, making it one of the oldest international sport federations. The ISU was formed to establish standardized international rules and regulations for the skating disciplines it governs, and to organize international competitions in these disciplines. It is now based in Switzerland.

Austria, formally the Republic of Austria, is a landlocked country in the southern part of Central Europe, lying in the Eastern Alps. Estonia, formally the Republic of Estonia, is a country by the Baltic Sea in Northern Europe. It is bordered to the north by the Gulf of Finland across from Finland, to the west by the sea across from Sweden, to the south by Latvia, and to the east by Lake Peipus and Russia. The territory of Estonia consists of the mainland, the larger islands of Saaremaa and Hiiumaa, and over 2,200 other islands and islets on the eastern coast of the Baltic Sea, covering a total area of 45,339 square kilometres (17,505 sq mi). The capital city Tallinn and Tartu are the two largest urban areas of the country. The Estonian language is the autochthonous and the official language of Estonia; it is the first language of the majority of its population, as well as the world's second most spoken Finnic language.

Eva-Lotta Kiibus is an Estonian figure skater. She is the 2020 Nebelhorn Trophy champion, a two-time Estonian national champion (2020–21), and a three-time Tallink Hotels Cup champion. Kiibus has represented Estonia at the European and World championships and finished twenty-first at the 2022 Winter Olympics.

Finland, officially the Republic of Finland, is a Nordic country in Northern Europe. It shares land borders with Sweden to the northwest, Norway to the north, and Russia to the east, with the Gulf of Bothnia to the west and the Gulf of Finland to the south, across from Estonia. Emmi Peltonen is a Finnish figure skater. She is the 2017 FBMA Trophy champion, the 2020 Nordic silver medalist, and a three-time Finnish national champion. She has finished within the top ten at three European Championships.

France, officially the French Republic, is a country located primarily in Western Europe. He is the 2023 European champion, the 2022 Grand Prix de France champion, the 2022 CS Lombardia Trophy champion, the 2021 CS Nebelhorn Trophy and 2021 CS Lombardia Trophy silver medalist, the 2019 CS Ice Star bronze medalist, and the 2023 French national champion.
